The major banks have yes retreated in some ways from providing business and home loans to African Americans in the wake of the 2008 financial crisis. But, a November 2015 study by the National Community Reinvestment Coalition shows stark differences in mortgage lending policies that are now based on the racial makeup of a neighborhood rather than the income of the applicant.
