Please
contact your state senator and representative and let them know your
thoughts on Governor's Bill #952, also known as the Second Chance
Society Act.
In
an attempt to reduce the prison population and assist formerly
incarcerated people to remain crime-free in their communities, this
proposed bill addresses the following:
- Changes possession of small amounts of
drugs for personal use from felonies to misdemeanors, allowing those
convicted to avoid a felony record with a harmful array of collateral
costs
- Streamlines the parole and pardons processes
- Provides additional supports for housing and employment to previously incarcerated people
- Eliminates not the penalty but the
enhanced penalty zone for possession of drugs around schools, day care
centers and public housing complexes
Our
crime rate is the lowest it has been in 45 years when the number of
people incarcerated in Connecticut was 3500. The current Department of
Correction population is over 16,000.
Governor Malloy's initiative is a good start in the process of
1) Reducing the numbers of people incarcerated
2) Addressing disproportionate policing and prosecution
3) Increasing public safety
4) Saving taxpayers millions of dollars.

vote on this before the end of this legislative session which ends on
June 3rd will be a great leap forward for Criminal Justice reform in
Connecticut.
