Of the 1,306 applicants in the 2007 hiring process, more than 1,000 were nonresidents.
City residents accounted for 257, less than 20 percent. Of the 29 hired, about a third were city residents. Had the cap been applied in 2007, that could have been as many as two-thirds, Smuts estimated.
