The story of Scott Hughes, the director of Connecticut's Bridgeport Public Library (BPL), might give urban libraries a way to win budget battles, as well as learn other political lessons. Hughes didn't use traditional methods to gain a dramatic budget increase. But his strategy, a direct referendum on the budget, tapped public support, even if it cost him a few political allies.
